It is notified for information of all concerned that the Council in its meeting held on September 17, 2009 under Item3 approved the Examination Regulations for the B.A./B.Sc./ B.Com/ BBA/B.Mus (Honours/ General/ Major) Courses of Studies in this University under 1+1+1 system of examination as laid down below.
The above will come into effect immediately.
Examination Regulations for B.A./B.Sc./B.Com/BBA/B.Mus (Honours, General and Major) Courses of Studies introduced from the academic session 2008-09 with 1+1+1 Examination System.
- Examinations under the new three year B.A./B.Sc./B.Com/B.Mus (Honours/General/Major) Degree course will be conducted in three parts: Part-I, Part-II and Part-III with Part-I Examination to be held ordinarily in June at the end of First year of study.Part-II Examination to be ordinarily in May at the end of second year of study and Part-III Examination to be held ordinarily in May at the end of third year of study.
A candidate shall be deemed to have prosecuted a regular course of study in an affiliated college/institution if he/she has attended at least 75% of the lectures delivered and 75% of practical classes separately held in each part of the B.A./B.Sc/B.Com Honours/General/ Major Degree course.

A candidate attending less than 75% but not below 60% of attendance in one or more subjects/groups of subjects shall be declared “non-collegiate” and may be allowed to appear at the concerned examination on payment of requisite Non-collegiate fee.
A candidate attending les than 60% lectures delivered and practical classes held in one or more Subject(s)/Group(s) of subjects shall be declared “Discollegiate” and shall be debarred from appearing at the examination. Attendance in a subject/group of subjects shall be counted from the date of commencement of classes.
- First Year Classes for B.A./B.Sc./B.Com/BBA. Honours, General and Major courses of studies shall commence ordinarily within thirty days from the date of publication of results of the H.S. Examination of the year conducted by the West Bengal Council of Higher Secondary Education or date of commencement announced by the university in academic calendar.
2nd and 3rd year classes shall commence ordinarily within 7 days from the date of completion of Part-I/Part-II examinations of the year and students should report for provisional enrolment to their respective institutions accordingly.
- An affiliated college/institution shall submit application forms duly filled in by the candidates intending to appear at the said examination/s within the last date fixed by the University to the Controller of Examinations.
- The candidates would have to fill up in all respects and particularly in regard to :
- Registration ID Number /Registration Certificate No
- Year of first appearance in the examination of the part concerned
- the subjects in which he/she intends to appear in the examination
- requisite attendance record in theoretical and practical classes in each of the subjects in which he/she intends to appear
- The colleges shall conduct a mid-term test based on the syllabus covered for the Part-I examinees only on the extent of syllabus covered up to the time.
- This will normally be in the month of November-December of the academic session as announced in the University calendar.
- The marks obtained in these tests for theoretical papers will comprise of 20% of the total marks in the subject concerned and will be added to the end of the year examination which will carry 80% of the total marks in the paper.
- The college authorities must submit these marks in a sealed envelope and in CD (if possible) to the Controller of Examination for purpose of tabulation of the final result.
- In Part-II and Part-III Examination the practical examination in General papers will be evaluated on a continuous basis and would carry 80% of the marks allotted for the paper.
- The rest 20% of the marks will be given to the students on the basis of a viva-voce examination conducted during the end of the year examination as notified to the colleges by the Controller of Examination.
- The two marks added together will comprise the total marks obtained by the student in such general practical examination.
- In Honours practical examination marks allotted would be based on examination conducted at the end of the year based on a time table announced by the Controller of Examination with the colleges duly informed.
- A candidate appearing at the Part-I /Part-II/Part-III Examination of the B.A./B.Sc./B.Com/ BBA (Honours,/General/Major) courses shall submit with his /her application form such fees as may be prescribed from time to time by the University.
A candidate who fails to pass/qualify or to present himself/herself at an examination or does not fulfill the requirements shall not be entitled to claim refund of fees.
A candidate who applies for admission to subsequent examination(s) shall be required to pay on each occassion such fees as prescribed from time to time.
- A candidate who has prosecuted a regular course of study for the first year of the three year course shall have to appear at the Part-I Examination within two years from the year of admission to the course failing which he/she shall have to prosecute a fresh course of study from the first year provided however that such candidate shall not be entitled to seek such readmission to the first year class beyond six years of his/her passing the previous qualifying examination.
- A candidate who has prosecuted a regular course of study for the second year of the three-year course shall have to appear and qualify in Part-I and Part-II Examinations within a span of five years including the year of first appearance in Part-I Examination failing which (s)he shall have to prosecute a fresh course of study from the first year subject to the provision of clause6 of these regulations..
- (a) Criteria for General course students to continue in the Second year class:
A candidate shall have to secure pass/qualifying marks as defined subsequently hereinafter in at least two subjects/group(s) of subjects including at least one elective subject/group of subjects (i.e. Subject other than Environment Studies and Languages group ) at the Part-I Examination in order to be eligible to continue in the second year class and to appear at Part-II Examination along with Part-II Examination in the failed subjects if any , in subsequent years otherwise he/she shall be required to withdraw from the second year class and appear at subsequent Part-I Examination(s) as a whole only and not along with Part-II Examination subject to clause 6 & 7.
- Criteria for Honours course students to continue in the second year class.
A candidate shall have to secure qualifying marks in the Honours subject as defined subsequently hereunder and shall have to secure pass/qualifying marks in atleast two other subjects/group(s) of subjects including at least one elective subject/group of subjects (i.e. Subject other than Environmental Studies and Language group) at the Part-I Examination in order to be eligible to continue in the second year Honours class and to appear at the Part-II Examination along with the Part-I Examination in the failed subjects, if any, in subsequent years otherwise he/she shall have the following options subject to clause 6&7.

- Criteria for Major course students to continue in the 2nd year classes.
A candidate shall have to secure qualifying marks in the Major subject as defined subsequently hereunder and shall have to secure pass/qualifying marks in at least two other subjects/group(s) of subjects including at least one elective subject/group of subjects (i.e. Subject other than Environmental Studies and Language Group) at the Part I Examination in order to be eligible to continue in the 2nd year Major class and to appear at the part-II Examination along with the Part-I Examination in the failed subjects, if any , in subsequent years otherwise (s)he shall have the following options subject to clause 6&7.
- A candidate allowed to continue in the 2nd year shall have the option to clear his/her failed subjects/group(s) of subjects of Part I & Part II Examination in one or more chances within the stipulated period with passed/qualified subjects/groups of subjects remaining in credit.
- (a) A candidate qualifying in the Part-I and Part-II Examination s shall be eligible to continue in the 3rd year class and on completion of the regular course of study for the 3rd year appear at the Part-III Examination, provided , however , that such a candidate shall have to appear at the Part-III Examination for the first time within two years and of his /her qualifying Part-I and Part-II Examination and clear the Part-III Examination within three years from the year of qualifying Part-I & Part-II Examination failing which (s)he shall have to leave the course and prosecute a fresh course of study from the first year if otherwise eligible.
- Criteria for General/Major course candidates to continue in the 3rd year classes:
A candidate shall have to secure qualifying/pass marks in all the subjects of Part-I & Part-II Examinations separately and also Part-I & Part-II taken together as defined subsequently hereunder.
- Criteria for Honours candidates to continue in the 3rd year classes:
Candidates shall have to secure qualifying marks in the Honours subject in Part-I & Part-II Examination separately and shall have to secure qualifying/pass marks in all other subjects of Part-I & Part-II Examination separately as well as Part-I & Part-II taken together in order to be eligible to continue in the 3rd year classes and appear at the Part-III Examination.
However, the candidates failing to fulfill the above condition shall have the following options:

- An Honours candidate , eligible to continue in the 3rd year classes may appear in all the Honours papers of Part-I & part-II Examinations in the immediately following year provided (s)he withdraws himself/herself from the 3rd year classes and does not appear at the Part-II Examination in the same year. However, such appearance shall have to be made within the stipulated period and in such cases of reappearance better status of result will be credited. However, in case the result status of a candidate remains unaltered the higher aggregate marks will be credited.
- The following are the minimum pass/qualifying marks to be secured by a candidate in order to qualify in Part-I / Part-II Examination in the different subject(s)/group(s) .
- For language group pass marks shall be 30% in aggregate in the group and a minimum 20% qualifying marks separately in both Compulsory English and Major Indian Language (MIL) (either of Bengali, Hindi, Urdu & Nepali) or Alternative English.
- For Environmental Studies pass marks shall be 30% provided that mark secured in Environmental Studies shall not be taken into account for the purpose of calculation of the aggregate marks. If any examinee is not able to score 30%, (s)he has to appear next year to score the pass marks.
- For a General/Major Subject/group of subjects qualifying marks hall be 25% of full marks separately in theoretical and practical portion wherever applicable.
- For an Honours subject qualifying marks shall be 35% of full marks with 35% marks separately in theoretical and practical portion wherever applicable.
Note : For a General/Major subject a candidate has to secure 30% marks of the full mark of Part-I & Part-II taken together in order to be eligible to continue in the 3rd year classes.
- For an Honours candidate converted to the General Course at the Part-II or Part-III Examination marks secured in the Honours/Group of subjects shall be treated as marks of the corresponding elective subjects/ group of subjects in General Course.
- A candidate of General Course who fails to obtain/secure qualifying marks in one subject only in Part-III examinations may appear in that subject in the following examinations within the stipulated period as mentioned in clause 9(a)
- An Honours course candidate appearing at the Part-III Examination securing at least 30% marks but less than 40% marks in the Honour subject/group of subjects in Part-I and Part-II & Part-III Examination taken together shall be declared to have passed in the General course provided (s)he has secured at least 25% (25% separately in theoretical and practical portion ) in the Part-III Examination . Such a candidate may also appear at the Honours PartIII Examination within the stipulated period but (s)he shall not be declared to have passed in the General course once again.
- B.Com Honours candidates intending to appear at the B.Com Part-III Examination in General Course Examination shall have to appear in General group of the B.Com Part-III General Course.
- An Honours candidate successful at the Part-III Examination shall be awarded Honours Degree with First class if his/her aggregate marks in Honours subjects or group of subjects in the Part-I , Part-II & Part-III Examination taken together are 60 % or above and second class if his/her aggregate are 40% or above but less than 60%.
- A candidate of General & Major Course successful at the Part-III Examination will be awarded First Division if his/her aggregate marks in the Part-I, Part-II & Part-III Examination taken together are 60% or above , second division if his/her aggregate marks are 45% of above but less than 60%.
A candidate securing an aggregate mark of 30% or above but less than 45% shall be declared to have passed without Division while a candidate securing less than 30% marks in aggregate will be declared to have failed.
For Major Course marks in Major subject only shall be considered for awarding of division.
- An Honours candidate unsuccessful at the Part-I/II/III Examination shall have the option to switch over to General Course and get admission in the 1st /2nd /3rd year classes. Such a candidate shall have to appear at the PartI/II/III Examination(s) within stipulated period on completion of the course as mentioned in the clauses 6, 7, 9a
- A candidate will be awarded one mark to make up the deficiency if for the said one mark deficiency.
- (S)He fails to obtain pass/qualifying marks in one or more subject(s)/group(s) of subjects/theoretical & practical portion of subjects.
- (S)/He fails to qualify at any examination
- (S)/He misses 1st /2nd class/division provided , however, that this deficiency award of one mark shall be shown in the Tabulation Roll in the appropriate column of the subject(s) or group(s) of subjects and the total score of the candidate and also in his/her marksheet
- After application of deficiency award of one mark if a candidate fails to secure pass/ qualifying marks only in one subject /group of subjects of Major/General Course by not more than 2% of the full marks in the subject/ group of subjects (not more than 2% in theoretical and/ or not more than 2% in practical portion in a subject having practical) but secures pass/ qualifying marks in all other subject(s) /group(s) of subjects (s)he may be awarded the deficit marks in that subject/group of subjects as grace marks in order to enable him/her to be declared to have qualified/passed in the examination.
Provided that such 2% deficiency award shall be added to the total marks secured in the subject/group of subjects (to either the theoretical or the practical portion in case of a subject having practical) and to be recorded in the Tabulation Roll as well as well as shown in the mark sheet.
Provided further that this grace award shall not be applicable to Honours subject to enable a candidate to pass or qualify with Honours.
- A candidate appearing at the Part-III (Honours/Major/General) examination may apply to the Controller of Examinations through the Principal of his /her College /Institution concerned for cancellation of the examination within 15 days from completion of theoretical examination provided however that such option for cancellation can be exercised once only and cannot be revoked. Such a candidate shall not be entitled to appear at an examination beyond the stipulated period on the ground of losing a year.
- The duration of examination for an Honours /Major theoretical paper of full marks above 70 and up to 100 the said duration shall be four hours; for a Honours /General/Major theoretical paper of full marks up to 50 the said duration shall be two hours.
- A candidate shall be deemed to have appeared at an examination whenever his name appears on the Attendance list issued by the University.
- An examination shall be held always under the current syllabus.
- Re-Examination of answer scripts:

- General provisions:
- A candidate appearing at any examination as a whole may apply to the Controller of Examinations for re-examination of his/her answer script(s) of an examination ordinarily within 15 working days of the University from the date of the publication of results subject to the provision as laid down hereunder.
- Application for re-examination shall be restricted to theoretical papers only.
- Marks secured inn Environmental studies shall not be taken into account in order to determine the eligibility for re-examination..
- Compulsory Language group shall be treated as a paper for the purpose of re-examination.
- Grace/deficit award shall not be taken into account in order to determine the eligibility for re-examination.
- If on re-examination in an answer script marks get enhanced by more than 15% or get reduced by more than 5% than that awarded by the original examiner (the percentage be calculated on the basis of the full marks in that paper) the answer script shall be referred to a third examiner and the average of marks so awarded by the three examiners shall be taken as the marks obtained by the candidate in that paper.
- Respective coordinators and Head-Examiners shall ordinarily be entrusted with the task to re-examine the answer scripts. In subjects /papers where there is no co-ordinator /Head Examiner/re-examiner(s) including the third examiner(s) shall be appointed with the approval of the Vice Chancellor ordinarily on the recommendation of the Chairperson U.G.Board(s) of Studies in subject(s) concerned attached to the Council for U.G.Studies in Arts, Science, and Commerce etc.
- Alteration in marks on re-examination shall be given effect unless such alteration leads to deterioration in qualitative status of result of any candidate.
- Provisions in respect of Part-I /II Examination:
- General Course:
A candidate may seek re-examination of not more than two papers/portion of papers provided (s)he secures at least 35% of the total marks in the remaining papers/portion of papers of all subjects taken together.
- Honours/Major course:
A candidate can seek re-examination of not more than two General papers/portion of papers provided that (s)he secures at least 35% of the total marks in the remaining papers/portion of paper and one General paper/portion of paper provided (s)he secures at least 35% of the total marks in the remaining papers/portion of papers of the Honours/Major and all General subjects taken together.
Or
A candidate may seek re-examination of one Honours/Major paper/portion of paper and one General paper/portion of paper provided (s)he secures at least 35% of the total marks in the remaining paper/portion of paper(s) of the Honours/Major subject.
Or
A candidate may seek re-examination of not more than one Honours/Major paper/portion of papers of the Honours/Major subject.
- Provisions in respect of Part-III Examination:
- General course: A candidate may seek re-examination of not more than two General paper/portion of papers provided (s)he secures at least 35% of the total marks in remaining papers/portion of papers of all General subject taken together.
- Honours/Major course: A candidate may seek re-examination of not more than two Honours/Major papers/portion of papers provided (s)he secures at least 35% of the total marks in the remaining papers/portion of papers of the Honours/general subject.
