Quotation #1:
WBSU would like to received sealed quotations for 1 no. Multi-ISP load balancer and multi-service router. The LB router should support  a minimum of 2 ISP links, 1 DMZ and 1 LAN interface. During normal operation, all the ISP links should be used simultaneously in LB mode.
In case of any one of the ISP links failing, the router should be capable of fail-over, assuring service levels (for non SMTP specific traffic) on the rest/other functional link(s). All network services
should be fully restored when the effected link come back up. The system should support web-based and SNMP based monitoring. Offer may be made for a hardware based system, or a software appliance or for both.

Quotation #2:
To provide FOSS technology consulting / technology support to West Bengal State University (Barasat) in coming out with a custom Fedora 12 based re-spin. At present the requirements for the spin is focussed on educational and scientific applications suitable for academic teaching learning process at under-graduate and post graduate levels.

The list of packages required are given in Annexure 1.

Competent interested persons / vendors with proven track record in developing custom spins may submit sealed quotations to the Registrar within 7 days of the publication of this advertisement.

Terms and conditions
---------------------------

1) While including restricted packages, the bidder must ensure all Fedora trademarks and restrictions are followed. The successful bidder will have to enclose a signed compliance sheet w.r.t the same, while invoicing the University. Failure to do so may lead to cancellation of the bid. The University will have no liability in case of cancellation of a bid due to non-compliance.

2) The bidder must ensure there are no legal issues regarding re-branding of Fedora software. If there are any known grey areas involved under the legal jurisdiction, the same must be communicated to the University in writing.

3) Complete re-branding of the distribution to include the custom wallpaper, logo and documents.

4) The scope may include RPM packaging of some unpackaged software.

5) The re-spins should be shippable on DVD5 media.

6) The bidder must be fully test, demonstrate the deliverables within 2 weeks.

7) Points to include while SUBMITTING BID: mention

  i) if any working prototype is available

  ii) all legal and trademark guides are being complied with

  iii) experience in re-spinning / LiveCD / DVD creation

  iv) the customisation that the bidder will be undertaking

  v) support to be provided with well-defined parameters

8) All the necessary configuration files for generating the spin and list of packages must be available to the University under GPLv3 or similar compatible licences.

9) For any custom RPM package, the bidder must provide unconditional and non-exclusive access to the source RPM of the same to the
University or whoever seeks to receive the same.

Tender for establishing Point-to-Multi-Point (PtMP) wireless outdoor connectivity between WBSU and specified Colleges.

Schedule to Tender Enquiry:

(a) Time and date of receipt of Tender upto 4:00 p.m. on  July 13, 2010.

(b) Time and Date of opening of Tender Part I (Technical) at 4:30 p.m. on July 13, 2010

Scope of work
The work to be rendered by the Vender under this tender/ agreement is supply, delivery
and installation of equipment required for establishing Point-to-Multi-Point (PtMP) wireless outdoor connectivity between West Bengal State university and the following Colleges:

at the users’ premises. The tender should include the installation material wherever required.

Submission Of Quotation

A.        The quotations will be submitted in duly sealed one packet. This packet will contain two separate sealed envelopes as per following format with relevant information on top of each envelope.     
            (a)            Part-I (Technical). “Technical quotation for establishing Point-to-Multi-Point (PtMP) wireless outdoor connectivity between WBSU and specified Colleges.” The Qualitative Requirements are given at Annexure- I. All items offered should show make/model and OEM.
            (b)            Part –II (Financial). “Financial quotation for establishing Point-to-Multi-Point (PtMP) wireless outdoor connectivity between WBSU and specified Colleges.” should contain the prices quoting item wise both essential and optional items and important spares if recommended and be as per format given at Annexure II.
            (c)            Name and Address of the vendor should be endorsed on all the envelopes.   
            (d)            Address on Quotations and Mode Of Delivery.            Both Part-I and Part-II of the quotations will be placed in separate cover duly pasted and sealed separately. Name and address of the vendor should be superscribed on the envelope and addressed to “The Registrar, West Bengal State University, Barasat” and must reach before closing time for submission of tenders. The same may also be dropped in the tender box before closing time given for submission of tenders. Any quotation received after the due time is liable to be rejected. In case the quotations are received without seal and not in two separate envelope inside one single envelope, they are liable to be rejected. This University will accept no change in quotations after receipt tender document. All the pages of the tender document should be signed by the authorized signatory.

Terms & Conditions

1. The tenderer must be required to deposit Earnest Money Rs 20,000/-(Rupees Twenty Thousand Only) through Bank Draft drawn in favor of ‘West Bengal State University, Barasat’ payable at Barasat . No tender shall be accepted without the Earnest Money & cost of Tender Paper.
2. Non-refundable draft of Rs. 600/-(Six hundred only) payable to ‘West Bengal State University, Barasat’ payable at Barasat must be submitted along with the tender document as cost of tender paper.
3. The rates should be valid for at least 2 months.
4. The rates should be quoted in words as well as in figures in respect of each item.
5. Bid Price:

a) The contract shall be item wise/ group of items as described above. Crossing out, initiating and re writing, if any, shall make corrections.
b) All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price but should be indicated separately in the price bid.
c) The rate quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
d) Prices shall be INR, including all duties and taxes.

1. All essential items including cables, connectors, etc. needed for the smooth operation of the equipment shall be assumed to have been included in the quoted price/items if these have not been quoted separately.
2. Installation, of the equipment purchased is to be done by supplier at the site. Charges on account of installation, if any, should be quoted separately.
3. The supplier/manufacturer should quote the academic/educational prices of the

equipment.

1. Technical specification/Model/Make shall be strictly as per the requirements laid

down.

1. Most of the manufacturers offer education discount while offering equipment to

Educational Institutions world over. The tenderors should therefore also, offer such Discount while quoting prices against the tender.

1. Period of delivery: Should be within 4 – 6 weeks from the date of opening of

purchase order.

1. The vendor should quote and be capable to supply all the necessary accessories for the equipment.
2. Warranty:

The manufacturer should give guarantee/warrantee for a period not less than one year.

1. After Sales Service

The name and complete address of the company in India authorized by the
manufacturer, to provide after sales service for the equipment should be mentioned.

1. Only bids from the OEM, or Dealers with Tender Specific Authorization will be considered. Any Bids without this Authorization will be rejected.
2. The vendor and OEM, both must be ISO certified.
3. West Bengal State University, Barasat reserve the right to purchase varying quantity of material, less or more than the quantity specified in the tender.
4. West Bengal State University, Barasat reserves the right to reject any/all tenders or cancel the accepted tenders without assigning any reason.
5. The bidder whose bid is accepted will be notified of the award of contract by the

purchaser prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the purchase order.

1. Tender paper should be signed in all pages with seal and rate of each item should be entered in the tender form in the specified pages of the tender. Total amount should be calculated and entered in the sheet included in the tenders.
2. Tenderers should quote all items of the tender. Partial quoting will not be accepted.
3. The tender should be prepared & submitted after carefully perusing the complete tender document (including the guidelines, instructions, terms and conditions, nature & scope of work, specifications of the equipment to be supplied & work to be performed, etc.)
4. Only those tenderer(s) who meet all the guidelines and terms & conditions in all

respects should submit their tender, complete in all respect, after perusing complete tender document.

1. The specifications of the equipments are enclosed at Annexure - I.
2. A compliance statement issued by the OEM should accompany each bid. Tenders without this compliance statement will be summarily rejected.
3. Please confirm that only original equipment(s) and components will be supplied by you.
4. Each bidder shall submit two separate quotations in duplicate – one marked original and one marked as copy to evaluate and decide accordingly.
5. 100% of the total payment against equipment will be paid through 30 day irrevocable Letter of Credit on delivery. Installation charges will be paid after satisfactory installation and after satisfactory joint installation report from both sides.
