SECTION A

Tender Document for Network Infrastructure Hardware

West Bengal State University, Barasat
Scope of work

The work to be rendered by the Vender under this tender/ agreement is supply, delivery and installation of the sold equipment at the users’ premises. The tender should include the installation material wherever required. The hardware specification given is indicative of the framework and the alternative solutions may be suggested.
Terms & Conditions
 
  • 1. The tenderer must be required to deposit Earnest Money Rs 20,000/-(Rupees Twenty Thousand Only) through Bank Draft drawn in favor of ‘West Bengal State University, Barasat’ payable at Barasat . No tender shall be accepted without the Earnest Money & cost of Tender Paper.

  • 2. Non-refundable draft of Rs. 600/-(Six hundred only) payable to 'West Bengal State University, Barasat' payable at Barasat must be submitted along with the tender document as cost of tender paper.

  • 3. The rates should be valid for at least 2 months.

  • 4. The rates should be quoted in words as well as in figures in respect of each item.

  • 5. Bid Price:

    • a) The contract shall be item wise/ group of items as described above. Crossing out, initiating and re writing, if any, shall make corrections.

    • b) All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price but should be indicated separately in the price bid.

    • c) The rate quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.

    • d) Prices shall be INR, including all duties and taxes.

  • 6. The technical bid and the commercial bid MUST to be submitted separately in sealed envelopes superscribed as “TECHNICAL BID FOR WBSUB NETWORK INFRASTRUCTURE” and “COMMERCIAL BID FOR WBSUB NETWORK INFRASTRUCTURE”.

  • 7. All essential items including cables, connectors, etc. needed for the smooth operation of the equipment shall be assumed to have been included in the quoted price/items if these have not been quoted separately.

  • 8.Installation, of the equipment purchased is to be done by supplier at the site. Charges on account of installation, if any, should be quoted separately.

  • 9. The supplier/manufacturer should quote the academic/educational prices of the equipment.

  • 10. Technical specification/Model/Make shall be strictly as per the requirements laid down.

  • 11. Most of the manufacturers offer education discount while offering equipment to Educational Institutions world over. The tenderers should therefore also, offer such Discount while quoting prices against the tender.

  • 12. Period of delivery: Should be within 4 – 6 weeks from the date of opening of purchase order.

  • 13. The vendor should quote and be capable to supply all the necessary accessories for the equipment.

  • 14. Warranty:
    The manufacturer should give guarantee/warranty for a period not less than three years.

  • 15. After Sales Service
    • (i) The name and complete address of the company in India authorized by the manufacturer, to provide after sales service for the equipment should be mentioned.

    • (ii) The manufacturer should give an undertaking that after the warranty period, they shall provide spares and after sale service of the equipment in India for at least 4 years.

  • 16. Only bids from the OEM, or Dealers with Tender Specific Authorization will be considered. Any Bids without this Authorization will be rejected.

  • 17. West Bengal State University, Barasat reserve the right to purchase varying quantity of material, less or more than the quantity specified in the tender.

  • 18. West Bengal State University, Barasat reserves the right to reject any/all tenders or cancel the accepted tenders without assigning any reason.

  • 19. The bidder whose bid is accepted will be notified of the award of contract by the purchaser prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the purchase order.

  • 20. Tender paper should be signed in all pages with seal and rate of each item should be entered in the tender form in the specified pages of the tender. Total amount should be calculated and entered in the sheet included in the tenders.

  • 21. Tenderers should quote all items of the tender (SECTION A). Partial quoting will not be accepted.

  • 22. The tender should be prepared & submitted after carefully perusing the complete tender document (including the guidelines, instructions, terms and conditions, nature & scope of work, specifications of the equipment to be supplied & work to be performed, etc.)

  • 23. Only those tenderer(s) who meet all the guidelines and terms & conditions in all respects should submit their tender, complete in all respect, after perusing complete tender document.

  • 24. The specifications of the equipments are enclosed at Annexure -I .

  • 25. A compliance statement issued by the OEM should accompany each bid. Tenders without this compliance statement will be summarily rejected.

  • 26. Please confirm that only original equipment(s) and components will be supplied by you.

  • 27. Each bidder shall submit two separate quotations in duplicate – one marked original and one marked as copy to evaluate and decide accordingly.

  • 28. 100% of the total payment against equipment will be paid through Letter of Credit on delivery. Installation charges will be paid after satisfactory installation and after satisfactory joint installation report from both sides .

  • 27. The last date of submission of Tender (Part 2 – SECTION A) is 1st August, 2008 at 3 PM at the Registrar's Office, West Bengal State University (Barasat, N 24 Pgns).

Annexure 1 – Specifications

ITEM #1 : SPECIFICATION OF ENCLOSURE – QTY REQUIRED 1 NO.

Blade chassis

The Blade enclosure should support minimum 8 blade servers simultaneously.

Same enclosure should support dual CPU and quad CPU capable blade servers

Same enclosure should support Intel Xeon/ AMD Opteron based blades and RISC / EPIC  blade servers.

Should support simultaneous remote access for different servers in the enclosure

Should also support Storage devices like tape blades and All In One blades

LAN Interconnect

One network port of each of the servers in the enclosure should be available on Gigabit LAN through Gigabit pass-through to connect to external network devices.

Power

The enclosure should be populated fully with power supplies of the highest capacity available with the vendor. Power supplies should support N+1 redundancy configuration, where N is greater than 1. 

With all DIMM slots, HDD bays populated with highest capacity components and with additional HBA, no throttling of blades or CPUs should be done.

Cooling

Each blade enclosure should have a cooling subsystem consisting of redundant hot pluggable fans or blowers.

Enclosure based media device

The enclosure should have a DVD drive which can be used as a media device for all the servers inside the enclosure.

Display

The enclosure should have a LCD display for assisting during initial setup and provide information on health and operation of the system. Additionally, it should support chat mode to allow bi directional communication between local and remote user.

Warranty

3 years comprehensive warranty.

 

MANAGEMENT SOFTWARE

Management/controlling softwares have to be from the OEM itself.

The software should provide Role-based (admin, user, operator, etc) security which allows effective delegation of management responsibilities by giving systems administrator’s granular control over which users can perform which management operations on which devices.

Should provide precise power and thermal measurement and reporting for Blade Servers. Software should support power capping functionality allowing user to cap power usage at a particular wattage or at a percentage of a server's maximum power rating.

Management software should support extensive monitoring capabilities providing status, events, histories, notifications, alerts, and reporting.   Information should be viewed using customizable graphical displays; or alternatively, the same monitoring information should be accessible via command line interface

Software should support image and script based deployment of blade servers.

Complete remote manageability including remote console collaboration and replay of BIOS and POST (pre-OS) screens, enterprise security, virtual media and virtual folders, and power management functionality.

Preferable: Provide proactive notification of actual or impending component failure alerts. Should support automatic event handling that allows notification of failures via e-mail. The software should be able to track system warranty and display the same in form of a consolidated report.

Tender for Network Computing and Software Services
(Hybrid Library and Computer Center Service)

Scope of work

To setup a Hybrid Library using the latest Library 2.0 and Web 2.0 technologies that  will be ready for campus-wide and off-campus access. Initially the services to be integrated/developed/provisioned are to deployed over the WBSU office network and the Computer Centre (which also would have to be  integrated / developed / provisioned for), at the current premises of the University.

  • 10. The bidders must be able to competently demonstrate their proven ability in working with Open Source components to be user / supplied / integrated.

  • 11. West Bengal State University, Barasat reserves the right to reject any/all tenders or cancel the accepted tenders without assigning any reason.

  • 21. 35% of the total payments (as Project Advance) against software services against purchase order to the successful bidder, 50% of the total payments will be paid within 30 days of signing satisfactory joint installation report from both sides, remaining 5% after 3 months of successful operations of the systems. after satisfactory joint installation report from both sides .

Annexure 2 – Specifications for Network Computing and Software Services

Software Services Requirements

Library Services

The University intends to setup a Hybrid Library using the latest Library 2.0 and Web 2.0 technologies. The salient features required would be :

    • 1. The solution should be based on the GNU/Linux platform (using Kernel 2.6.x) – RHEL 5.x and Ubuntu 8.04 LTS may be used as OS platform benchmarks.

    • 2. The source code for all the solution components to be used/integrated for the proposed deployment *must* be freely available under an open source license.

    • 3. The solution should also come with the complete source-code and is to be licensed to WBSU under a suitable OSI compliant license which does not invalidate or go against the individual licenses of each of the FOSS software components to be used in the solution

    • 4. The end-user license must allow the University the freedom to re-distribute the same (including the complete source code) under the terms of the above license (see #2 above). Any services (i.e. deployment and post deployment support) components agreement for the solution to be implemented will however be restricted only the implementation done at WBSUB for its own use.

    • 5. The solution must take into account and must comply out-of-the-box (as to be implemented) with library standards and technologies like MARC21, ISO 2709, SRU, MARCXML, OAI-PMH, Z39.50, 3M's Standard Interchange Protocol (SIP2), Dublin Core Metadata framework, RSS / ATOM aggregation,  ETD, Video-on-demand / stream media services (must support patent unencumbered compression formats like OGG THEORA) / REST APIs and integration capability with e-learning application.

    • 6. The solution should present a way to simultaneously make available licensed software / educational CDs / DVDs (accompanying books and magazines) to be presented to the users as on-demand virtual media. Having a hard limit on the number of CDs / DVDs that can be presented simultaneous is not desired

    • 7. The facility to present the CD/DVDs in the above style should allow full-text indexing and searching.

    • 8. Automated backup and disaster recovery should be a part of the solution set.

    • 9. The solution should implement a Directory Service based single sign-on (SSO). Use of Kerberos tokens/tickets may also be permissible.

    • 10. The system should allow for use of barcode technology for item and member tracking for the purpose of issue and returns. The solution should be able to generate and print the barcode individually as well as a in batch mode on plain A4 size paper or gumming sheets.

    • 11. The solution should be capable to integrate e-resources like e-books with archival rights and MARC enabled catalog data into the WebOPAC. The option of local hosting, with full-text indexing should be complied with.

    • 12. The OPAC must provide for a single window search and retrieve view of all materials regardless of being physical (e.g. a printed book) or an electronic resource.

    • 13. The solution should have the option for implementing an Internet/Intranet portal from where all the services provided by the library may be accessed by the users from within or outside the campus.

    • 14. The solution should be able to handle UNICODE based UTF-8 text for cataloging purposes as well able able to present the same via the WEBOPAC

    • 15. There may be no restrictions on the number of OPAC / Access terminals that may be used by the University or by its authorized users.

    • 16. There may be no restrictions on the number of titles / items that may be handled by the system (subject to physical hardware present)

    • 17. The solution should be able to present NPTEL videos from local media server(s) on-demand to on-campus users as well as to off-campus users (latter being subject to bandwidth availability both at the University end as well as at the remote user's)

    • 18. The entire system should have remote management capabilities

    • 19. The Web-based OPAC should have the capability to be accessible from Phone / PDA based mini-Opera with necessary graceful degradations

    • 20. The system should have the capability to be able to send out automated SMS-based alerts and updated (like renewals / availability etc)

    • 21. The system should allow for circulation, serials management, acquisitions module, handling multiple branches, placement of reserves, custom reporting capability and consortium building capabilities.



    Computer Centre Services

    The University intends to setup a computer center offering standard network services like DNS / Email / Web Hosting, Identity Management and Web Proxy. The salient features required would be :

    For the thin-clients

    • 1. The solution should be based on the GNU/Linux platform (using Kernel 2.6.x) – RHEL 5.x and Ubuntu 8.04 LTS may be used as OS platform benchmarks.

    • 2. The source code for all the solution components to be used/integrated for the proposed deployment *must* be freely available under an open source license.

    • 3. The solution should also come with the complete source-code and is to be licensed to WBSU under a suitable OSI compliant license which does not invalidate or go against the individual licenses of each of the FOSS software components to be used in the solution

    • 4. The end-user license must allow the University the freedom to re-distribute the same (including the complete source code) under the terms of the above license (see #2 above). Any services (i.e. deployment and post deployment support) components agreement for the solution to be implemented will however be restricted only the implementation done at WBSUB for its own use.

    • 5. Multimedia-enabled thin-client infrastructure based on mature GNU/Linux driven server based technology that is cluster-ready for high availability and load balancing capabilities intended for vertical scalability of the system.

    • 6. Energy efficient thin-client based on AMD Geode or stripped down bare-bones x86 compatible systems with multimedia headsets / speakers

    • 7. Ability to seamlessly access Windows Terminal Services as well as Linux Terminal Services from the same desktop

    • 8. Centralized User Management and Common Shared Storage (via NFS / NBD)

    • 9. Roaming user profiles / accounts capability

    • 10. Local Language Thin-Client Desktops enablement

    • 11. The system should have the ability to remote-manage user desktops (on the terminals), view them, take control of the desktop, shut down or restrict application usage, remotely log out the user or send an on-screen warning (in case of time-based access - “You have 5 minutes to complete your work, before you are logged out”)

    • 12. There may be no restrictions on the number of thin-client terminals that may be used by the University or by its authorized users. (subject to physical hardware present)

    • 13. The entire system should have remote management capabilities

    • 14. The system should have the capability to be able to send out automated SMS-based alerts

    • 5. Setup of Domain Name Server (DNS). DNS hardening should be in place to prevent DNS abuse from unauthorized queries and DDoS / DoS attacks

    • 6. Setup of Web-proxy service, should allow for directory based authenticated access, time-based limits, bandwidth or download limits (regular or time / user class / IP range based), ability to integrate anti-virus scanners, log reports, deep packet analysis and content filtering, regular expression based ACLs (access control)

    • 7. Setup of Identity management using Directory services (with failover – master / replica) for centralized user management and profiles used for single sign-on

    • 8. Setup of Email Server with anti-spam, anti-virus, anti-phishing capacity, integrated with AJAX based webmail interface with drag-n-drop facility, calendering facility and centralized directory service for user management and automated provisioning

    • 9. Setup of Name-based Virtual Hosting web server – must satisfy the software dependancies required to support and host database backed applications, Language frameworks and CMS like Zope / Django / Turbogears / Joomla / Drupal / Mediawiki / Twiki / Moodle / Dokeos / SugarCRM /  OpenAdmin for Schools.

    • 10. The solution must provide for real-time automated monitoring and notification and alerting service via the use of stable industry standard open source NMS (network management system).
